Holding platforms accountable: a step forward in tackling disinformation

Disinformation poses a serious threat to our democratic society. It is therefore essential to evaluate whether social media platforms are fulfilling their obligations in the fight against disinformation. Our new policy brief offers an in-depth analysis of measurement methods and strategies to make platform accountability more transparent and objective.

Since the introduction of the Code of Practice on Disinformation, finding reliable and valid methods to measure its effectiveness has remained a major challenge. In our new policy brief, we provide a detailed analysis of this issue and outline strategies involving so-called “structural indicators.” These indicators, developed by experts from the European Digital Media Observatory (EDMO), promise an objective and measurable basis to assess platform performance.

A key goal of BENEDMO 2.0 is to evaluate whether platforms that have signed the Code are meeting their responsibilities. We focus specifically on their efforts to effectively limit the spread of disinformation. The policy brief highlights five core areas, including measuring the spread of disinformation, identifying sources, and assessing collaborations with fact-checking organizations.

At the same time, we identify obstacles such as limited access to platform data and a lack of standardized transparency reports. Without reliable and comparable data, it is difficult to objectively assess the real impact of platform measures. Our policy brief emphasizes that improvements in data access and transparency are essential to effectively hold platforms accountable.

With this policy brief, we aim to inspire and support researchers, fact-checkers, journalists, and policymakers in their work. Together, we can continue to combat disinformation and create a fairer digital landscape.
